Ops Center Program Analyst
Primary
role is maintaining the technology environment used in Oregon’s Emergency
Coordination Center, which is Oregon’s situation room. Our server environment
hosts some of Oregon’s most secure networks in the state including FBI, State
Police, and military networks. My responsibility includes managing a highly
secured DMZ for hosting classified web applications. Management of several multi-faceted
software development projects with stake holders state wide, often with
differing needs/views. Management of the phone system used when Oregon is fully
activated in an emergency. Maintenance of 60 laptops. Satellite phone system. Microwave
internet, wireless internet, 3/4G internet, and wide band wireless internet. Mobile
trailer equipped with a Windows network. Maintain disaster recovery sites,
which includes rapid deployment of replacement network infrastructure. Selected Contributions:
- Currently rebuilding the internal office network environment, replacing a Linux based network with a current Windows based server environment. The new environment includes using virtual technology, clustering, Exchange email server, Intranet, Sharepoint, WSUS, DNS, DHCP, KVM over IP, VPN, and cell phones. In addition to replacing the network I will be providing training to the network staff to help them manage and maintain the network.
- I’ve brought many of our project partners together to help solve challenges in our current project portfolio. For example in three different instances I’ve been able to get code from one agency to help another agency solve an application development challenge, which saved both time and money. The projects owners were previously unaware that they were using the same technology and duplicating efforts. I often work in a liaison capacity to solve problems or bring partners together to solve particularly difficult technology challenges, often designing one of a kind solutions.
- Rebuilt the DMZ hosting web applications after finding several wide open attack vectors. Then I successfully migrated several web servers hosting legacy code into a current a Windows server environment, which increased security of the applications and solved an issue that had been previously unsolvable.
- Working with a state wide team to build a state of the art GIS system to include emergency information, weather, web cams, earth quake information, and critical infrastructure protection. In addition the software can do analysis and prediction of catastrophic events that could occur. The project incorporates ArcGIS Server using REST services, Flex API, and WebEOC, and a mobile application built for iPad.
- Introduced new application development standards including the use of version control software, test/production systems, SCRUM development methodology.

Held
responsibility for Windows server administration supporting an average of 200
users, as well as Tier 2 Help Desk support for onsite and remote users; manage
user access, account creation / maintenance, permissions, and orientation of
new employees to security standards and policies. Provided technical support for desktop, network performance, backup/restore
on both Exchange and file servers, and remote connectivity; conduct
comprehensive system / hardware testing to diagnose problems and develop
corrective action plans. Evaluate performance and prepare strategies for
optimization. Perform full range of maintenance, including design,
configuration, installation, patching, upgrade, restoration, testing, repair,
and launch. Selected Contributions:
§ Migrated
our Windows 2003 domain controllers, primary and backup DC to Server 2008 R2.
As part of this project I also replaced our internal DNS servers. I was
responsible for the resolving the firewall, DNS issues, as well as
troubleshooting on the fly to resolve a few services that went down. This was a
substantial upgrade carried out all at once that didn’t cause any network
downtime and was performed without any overtime. As a separate phase of the project I will be
creating redundant fail over DHCP servers on both domain controllers. The new
2008 Servers are running on VMware VSphere ESXI 3.5. I’m currently
decommissioning the old servers.
§ Migrated
Microsoft Exchange 2003 Server to 2007, repairing damaged database, tripling mailbox
capacity, enabling future expansion, and building redundancy with a second mail
server; vastly improved enterprise email system reliability and completed
effort without any downtime.
§ Launched
Good Technology Enterprise Server, enabling encrypted email messaging and
compatibility with Windows Mobile, iPhone OS, and Android; configured and
launched Blackberry server and Smartphones.
§ Led
migration of all public-facing DNS to State Data Center, as well as resolved
long-standing issues with host records based upon an exhaustive review of
agency-wide DNS structure.
§ Provide
proactive virus detection / removal and as-needed incident investigation and
handling.
§ Recently
developed a Windows 7 and Office 2010 workstation image and successfully deployed
15 PCs; performed extensive troubleshooting and debugging of legacy Visual
Basic applications.

and author comprehensive infrastructure documentation, user policies, and
