·         Hired to manage the CSS development and implementation initiative after previous attempts failed and created serious regulatory problems.  The hiring for this position/role required the approval of the NYSE and KPMG (who was appointed by the NYSE to monitor Southwest’s operations). 
·         Managed a staff of 40, including managers, supervisors, and business analysts. 
·         Created the firm’s formal enterprise policy for Quality Assurance and Testing.
·         Managed a major systems conversion project: Implementation of a web-based straight-through securities trading and processing system (CSS) to replace an existing legacy system (SIS). 
·         Managed all functional & system testing with related documentation requirements, both automated and manual.  Implemented automated version control and configuration management tools.
·         Introduced internal quality controls and performance measurement standards.

Consultant - Project Manager
·         1-year open-ended contract with Sanwa Bank.  Responsible for mandated regulatory year 2000 testing and certification of the bank’s core systems including trust, treasury, and commercial services (i.e. cash management). 
·         Participated in Treasury Department’s impact analysis for the introduction the ‘Euro’.
·         Contingency planning and disaster recovery.  Created formal disaster recovery procedures and policy.
·         Strategy and systems planning for the web-based banking and securities trading initiative.
·         Wrote “Developing a Corporate Intranet” white paper.  It was used as the guideline and enterprise-wide point of reference for the bank’s Intranet development projects.

McHugh entered exclusive contracts with The Moscow InterBank Currency Exchange (MICEX) to provide securities exchange operations, technology, facilities, and development services.  MICEX is now Russia’s leading securities exchange.  
·         Created the strategic plan for MICEX, which included the business, technology, risk management, and governance infrastructure related to the "Financial Centre and Securities Exchange" development Project.  
·         Project Manager for the automated securities exchange development project with MICEX.  The work was performed under an exclusive contract with the Central Bank of Russia and the MICEX.
·         Successfully completed the MICEX securities exchange, screen-based automated securities trading system project.  The system includes government securities, equities, derivative instruments, market data, and analytic tools.
·         Consulted for MICEX with the Chicago Mercantile Exchange to develop specifications for the dollar-ruble futures contract. 
·         Strategic planning, technology management, project finance, and international financial management.
·         Project Manager for the initial phases of a major development project for Unexim Bank with Vladimir Potanin (former Russian Federation Minister of Finance).

·         Led a major internal strategic business planning project and prepared a detailed analysis of the financial services industry from a global perspective (including identifying acquisition targets).  The deliverable was a strategic plan for entering the brokerage & securities industry.
