STATE OF ARKANSAS, OFFICE OF IS, DEPT. of FINANCE
& ADMINISTRATION in Little Rock, AR 2008 – 2011
State agency responsible for collecting revenue
and associated administration for the State of Arkansas with several hundred
employees.
PROJECT MANAGER
Key technical leader in the Office of Information Systems providing
systems, software, and support services to several State business
organizations. Coordinated activities of development groups (up to 50 internal
& external team members), while managing multiple projects collaborating
across functions. Wrote RFPs, served on vendor selection board, and managed Service
Level Agreements (SLAs). Established open communication, mitigated risk, and
ensured State and Federal compliance.
Key Projects and Impact:

Enhanced
information gathering and improved customer experience by migrating the State
mainframe/terminal architecture to web-based PC client-server architecture
supporting 135 sites statewide.
§
Coordinated development
and on-time deployment of a web-based interface that allowed citizens to pay
their income taxes online. Managed activities between vendor and two
development teams over the four month project.

Coordinated
development, infrastructure and operations groups along with two vendor development
groups (50 total) to deliver new Driver’s License System to 135 sites.
Delivered project on-time (1.5 years) and within budget.

Managed State
Motor Vehicle System project overseeing development and deploying capability
for State motor vehicle system to interface with National Motor Vehicle
Tracking and Issuance System, a Federally-mandated national database program. Successfully
delivered two-part project on-time in 14 mos.

Led team of 16
cross-functional groups to develop and implement the new Vehicle Registration
and License Plate Issuance system to 135 sites statewide. Tracked progress and
delivered project successfully within eight months

Disaster Recovery processes were in place to provide continuity of essential
State services for everything from short-term loss of system connectivity in a

developers in formal software development processes and reinforced leading
development methodologies.
