military and civilian law enforcement experience, I have provided security domestically
and internationally. My track record encompasses EOD, aviation, and SWAT
training and services for some of the most important, high profile, and popular
events such as the Atlanta Olympics, Soccer World Cup, and Papal visit to US.
I have been a successful
operational leader with the United States Marine Corps and civilian police
departments. Recognized as subject matter expert, I have formulated and
implemented large-scale security operational plans for numerous diverse and

Enhanced
relations between community and PD, slashing crime rate.
Wilmington, NC Police Department had poor image and troubled relations with the
black community. Served as “ambassador” to community, aggressively recruited
minorities, and enhanced PD’s image. Grew minority PD staff 20% while slashing
crime rate 22%.
Slashed violent crime
rate.
Shelby, NC had second highest per capita violent crime rate in NC and its
citizens would not aid police with investigations. Created community watch
program, local business partnerships, “Citizens
Police Academy”, and an active crime stoppers program. Reduced violent crime
rate 20%, lowest in 14 years.
Cut
attrition rate, saving millions. The Columbia SC PD needed to recruit
new officers as attrition rate was at all-time high of 20%. Created Community
Recruiter Program, established effective relations with neighborhood leaders, and
presented at career days throughout community. Slashed attrition rate to 4%,
saving $800K per year.
Coordinated
security for Summit of America. Conference brought together leaders of 34 Western Hemisphere
democracies in Miami. Coordinated with FL National Guard to provide security
and transportation, trained personal, and insured 700+ troops were staged and
available if needed. Summit was success with no security issues.
Led
security operation for major international sporting event. Tasked with
providing aviation, EOD, and SWAT training for nine cities across US for 1994
World Cup. Worked with law enforcement in host cities, identified security needs,
and developed and implemented solutions. Ensured incident-free venues.
Provided
specialized security for the Atlanta Olympics. Responsible for
aviation, EOD, and SWAT training and services. Identified and mobilized human,
capital, and equipment resources. Analyzed intelligence to identify potential security
problems. Developed, coordinated, and implemented anti-terrorism training
programs.
Career History
Chief
of Police, Columbia, SC Police Department, 2008 to 2010. Directed
all police department operations for community of 127,000. Evaluated short- and
long-term resource requirements and advised political leadership. Implemented Best
Practices, training, and professional development. Managed 481 officers and
$32M budget.
Chief
of Police, Shelby, NC Police Department 2004 to 2008. Directed
all operations, including training and technical oversight. Responsible for strategic
planning, resource allocation and coordination. Worked with senior federal,
state, and local law enforcement officials. Managed $5.5M budget and 90
officers.
Deputy
Police Chief / Acting Chief, Wilmington, NC Police
Department, 1998 to 2004. Recruited as Acting Chief. Responsible for
all aspects of operations including strategic planning, resource allocation,
and coordination of resources. Responsible for $23M budget, four direct and 300
indirect reports.
Chief
of Police, Camp Lejeune USMC, 1994 to 1998. Promoted through
various positions of increasing authority to rank of Lt. Colonel and served as
Chief of Police (Provost Marshal) for 120,000-person base. Held positions in US
and abroad, providing law enforcement programs and services. Responsible for 3000
personal and $60M budget.
