It is a GUI for the project E-Mail SpamGuard developed in C. This project gets each and every packet going in a particular network and checks the IP address of the packet from which it comes. If that IP address belongs to black listed IP address then it performs one of the following operation i.e. delay, destroy or send based on the entry in black list. For this purpose it maintains list of black listed IP address and the operation on the IP address.  So SPAMGUARD  is GUI for this black list, It enables add, delete modify an entry in the black list.
