EXPERIENCE AND ACHIEVEMENTS:
·
As Director, Planning and Coordination at Defence Research & Development Organization (DRDO) Headquarters, planned,
coordinated and managed all technical activities of
about 50 laboratories having an annual outlay
of more than Rs. 4,500 crores.
·
Conceived, planned and
effectively progressed new programmes in close association/involvement of users. Launched new
futuristic initiatives and set up facilities for futuristic requirements. My
efforts earlier in the Directorate of Electronics at DRDO HQ resulted in
design, development and production of software intensive Communications, Electronic Warfare
(EW) and Radar systems leading to import substitution of more than
Rs 6,000 crores for land sea and
air-borne applications (most of these systems were denied to India due to
various denial regimes) involving PSU’s viz. BEL, HAL, ECIL, BEML, HVF, CEL, and
major industrial houses like L&T, TCS, CMC, WIPRO etc.

Successfully conducted a major “vendor development” programme
for critical items to ensure that their denial to
India by the foreign agencies at any stage would neither throttle major user
specific programmes undertaken by DRDO (specifically, Light Combat Aircraft, Main
Battle Tank, Missiles, ship-borne and underwater systems, EW systems etc) nor
lead to long delays jeopardizing nation’s operational preparedness.

I effectively reviewed and independently evaluated a
major software intensive Integrated EW Programme for the Army based on more
than 150 vehicles (a force multiplier) costing about Rs 1,450 Cr and
involving more than a dozen major PSU’s and about a hundred vendors from the
industry- a critical, user oriented Programme undertaken because such systems are denied to India by the few
advanced countries having them.

Successfully negotiated technical and commercial
contracts with foreign agencies for sub-systems, devices etc needed for our
programmes/projects.
·
Prepared comprehensive technical documents to enable user’s operational, maintenance and logistic
agencies to carry out their respective functions effectively. Preparation of replies to Parliament Questions related to
activities of DRDO, periodic and annual reports of DRDO for the Parliament
and senior Indian / foreign dignitaries.
·
Reviewed
requirements projected by the Army, Navy and the Air Force in their 5-year Plans
to
advise the Government for the optimum route for their procurement - through imports, transfer of technology, indigenous
development efforts.
·
Formulated policies and procedures for sanction of
projects and reviewing the same (completed
mid-term review of the current X-plan of DRDO).
·
Production, installation and
up gradation of systems and
facilities.
·
For my professional acumen, rare
sense of duty, astute planning, effective coordination with diverse agencies,
dedication and achieving commendable results in critical areas, that not only
the DRDO but the Services also are justifiably proud of, I was recommended for the award of “ATI VISISHT
SEVA MEDAL” (AVSM) in 2002.
·
Evaluated the ‘health’ (overall performance) of about
fifty laboratories spread across the country. Maintained close interaction not only with the laboratories, but
with industry and academic institutions in the areas of vehicles, missiles, armaments,
aeronautics, underwater systems and electronics to ensure optimization of
efforts and timely completion of critical Projects/Programs.

Sciences, Management and Technology.
OPERATIONAL EXPERIENCE:
·
OP SAVAGE: Provided Repair and Recovery support to own
Troops on Indo-China border.
·
OP CACTUS–LILLY: During Indo-Pak war in 1971, ensured that
the Lines of Communications and the bridge-heads established by our Forces in
the SHAKARGARH sector on the Western front were always (24x7) clear for
smooth movement of armored columns, armament and troops by efficient and
responsive use of ‘recovery’ and repair of equipment.
HOBBIES AND INTERESTS:

Teaching and guiding young students from
under-privileged sections of society.

Interacting with mentally challenged children / their
parents to improve their quality of life.

Playing on “DILRUBA” (an old Indian musical
instrument) and listening to devotional music.
