projects for military, government and commercial clients. I have worked extensively on a myriad of
initiatives, to include: knowledge management, learning strategies and training
development, strategic planning, process mapping and re-engineering,

management, exercise design, seminar wargaming, organizational and performance
analysis, and web-based application design.
Program and project excellence is enabled by my complementary skill sets

management.
SPECIFIC EXPERIENCE
Served
on Active Duty as a US Army Ground Cavalry Officer for 12 years, with assignments
at the platoon through division-levels.
I have provided data, information, and knowledge services and products
to the US Army for over 12 years and have assisted TRAC and other Army and
Joint organizations in a number of analytic efforts including Task Force
Modularity, Unified Quest, the Future Combat System program and TRAC analytic

As
a Booz Allen Hamilton Consultant, I have served numerous military, government
and commercial clients in a number of service areas.
For
the US Army I have developed knowledge management and learning strategies and
programs, conducted strategic planning, operational and organizational
planning; program and project management; exercise design and seminar
wargaming; operational analysis; and data-information-knowledge management
initiatives.

During 1999-2000, I served as the Deputy
Knowledge Manager for the National Guard Bureau’s Distributive Training
Technology Project (DTTP), which provided over 600 technology-enabled
classrooms to all NG soldiers throughout the classroom. My work developing and
implementing the three-phased learning process (3PLP) ensured that the
installation and training teams identified and shared insights, issues,
lessons, lessons learned, and best practices in real time, and that these
insights were incorporated into standard operating procedures, installation
manuals, and training classes. 3PLP
significantly improved the efficiency of classroom installations, and improved
the quality of training provided to classroom trainers and users.

From 2002-2003, I designed analytic events
and operational scenarios in support of the US Army’s TF Modularity. These events allowed the Army to evaluate
organizational and equipment alternatives as well as the command and control
concepts of Units of Action.

From 2003-2008 I served as one of the primary
facilitators for the Title X Unified Quest program. I facilitated over 30 strategic seminar
wargames, working with senior active duty and retired military officers,
ambassadors and senior executive services leaders, international officers, and
non-governmental as well as international agency representatives. These facilitated sessions created the
conditions where my diverse panel participants candidly collaborated to
identify the future challenges and possible DOTMLPF solutions. Additionally, I developed a comprehensive
program management plan for Unified Quest that dramatically improved the
planning, coordination and execution of the numerous events that comprise
Unified Quest.

In 2004-2005, I conducted an organizational
evaluation of ARDEC’s PEO-AMMO. The work
resulted in changes to some subordinate organizational structures and the
re-engineering of some business processes which improved the efficiency and
effectiveness of PEO-AMMO. For ASIC PIO,
I developed a balanced scorecard and strategy map that for the first time
clearly articulated the organization’s vision, and provided measurable key
performance metrics to track and manage organizational progress.

From 2008-2010, I worked with TRAC and
TRAC-WSMR (Forward) to assess their organization’s mission, roles, functions
and organizational design, and to design and evaluate alternatives. This work enabled both organizations to
assess the organization and to proactively prepare the organizations for future
requirements. During this same time I worked with TRAC-WSMR (F) to design, plan
and execute qualitative analytic events such as the Reconnaissance Surveillance
Target Acquisition CBA in support of the Future Force Integration Directorate
(FFID). This work allowed TRAC-WSMR (F)
to improve the quantification of qualitative analytic events. Additionally, I managed the design,
development and implementation of a data-information-knowledge management
initiative for TRAC-WSMR (F). The
initiative improved the organization and use of the Sharepoint technology, and
improved the management of analytic data.

In 2009, I worked with the FFID to evaluate
the organization and to develop a dynamic and measurable campaign plan. This plan allowed the commander to articulate
a tangible vision and an operational approach for the organization, and to
assign roles and responsibilities for subordinate organizations.
For
the US Navy, I worked with the Navy Personnel Command (NPC) to improve their
program and project management, and to design a strategy to migrate to a
web-enabled IT environment.

In 2001, I worked with NPC to evaluate over
300 applications being used by the Bureau of Naval Personnel in order to
conduct an efficient migration to a web-based environment (early BUPERS IT
environment). This work enabled NPC to
objectively evaluate software functional capabilities and administrative requirements,
as well as network capability and capacity, and to develop a coordinated
strategy for migration to a web-base environment.

In 2002-2003, I developed and delivered a
Portfolio, Program and Project Management Guidebook and Project Management
Training. The SOP and training for the
first time established a standardized and integrated portfolio-program-project
management approach for all of NPC.
For
the US Census Bureau, in 2008 I designed, developed and facilitated several
After Action Review (AAR) with Regional Census Centers in order to improve
planning and preparation for the selection and leasing of office spaces to be
used in the 2010 Census. The AARs
identified issues, insights, lessons, and lessons learned that were used by
Field Space Leasing Coordination Office and the Space Leasing Staff to improve
its planning and leasing of office space leasing, and to improve its
communication and collaboration with the regional offices.
I
have also supported several commercial companies involved with
telecommunications and broadband communications.

From 2000-2001, I designed, developed and
implemented a comprehensive and integrated knowledge and learning program for a
directorate of a Fortune 100 telecommunications company. This program re-engineered how initial
employee training was developed and conducted (shorting the training by more
than 50% while increasing the hands-on experience of the new employees); it
allowed employees to conduct After Action Reviews and identify and share
issues, insights, lessons and lessons learned; it integrated current lessons
and insights into initial and sustainment training; it improved knowledge
identification and transfer amongst staff of different subordinate
organizations; and dramatically improved the handling of trouble tickets and
customer issues (reducing the backlog of trouble tickets by more than 90% in
three weeks). Additionally, I designed and managed the development of the first
web-based and interactive training on the physical and virtual network design. For
the first time the entire organization had a clear understanding of the actual
configuration of the network, its components and functions.

From 2001-2002, I worked with three start-up
telecommunication companies and designed and developed the organizational
structure, staffing requirements, and business and operational processes for
the network operations divisions. I
created and integrated processes and standards across the service support,
service delivery, service assurance, and customer support organizations. This improved organization and staff
efficiency, reduced redundant work, improved communications amongst staff, and
ultimately improved the quality of services provided to the customer.

In 2004, I designed and developed the Booz
Allen Hamilton project management training.
This hands-on and interactive training improved the consultant staff’s
understanding and ability to apply project management principles and processes.

From 2003-2004, I designed and managed the
development of three web-based applications for Booz Allen Hamilton. The portfolio-program-project management
applications provided the Firm’s senior management team with near real-time
oversight of project and program performance via an interactive “dashboard,” and they improved the communications between
client delivery teams and management.
The web-based project management process application provided an
interactive and visual means for the Firm’s IT staff to understand project
management phases, processes and tasks, required data input and outputs;
standardized templates; and established requirements and standards for
performance.

EDUCATION
I
received a Master’s Certificate in Strategic and Operational Planning from the
United States Marine Corps University—School of Advanced Warfighting (SAW), and
a Bachelor of Science Degree in Psychology from the United States Military
Academy, West Point. I am a graduate of
the Army’s Command General Staff College (CGSC), CAS3, resident
courses of both the Infantry Office and Field Artillery Officer Advanced
Courses, and the Armor Officer Basic Course.

I
have received several certifications: I am a PMP certified Project Manager; a
Foundations Certification in Information Technology Infrastructure Library
