and Emission Inventory Support Services – Duke/Dynegy South Bay Power Plant,
San Diego, CA: Managed the preparation of several
annual emission inventories for toxics and criteria air pollutants. Developed
data collection system to gather information from facility operators,
contractors, and service providers for reporting and calculating annual
emissions. Negotiated with the APCD several permitting compliance issues,
record keeping, and reporting requirements for the facility.
Air
Quality Audit – Sea World San Diego, CA:
Conducted an air quality audit for the theme park and the Hancock
facility and prepared a comprehensive air quality regulatory analysis and
compliance templates for permitted and non-permitted equipment. Project involved extensive site investigation
to inspect emission sources and equipment specifications, evaluate exemption
criteria, and develop record keeping and tracking methods to be implemented by
the facility to report compliance status.
Air
Quality Compliance Assurance Plan and Permitting – San Diego County Regional
Airport Authority, San Diego, CA: Developed a comprehensive air quality compliance assurance plan for upper
management, environmental managers, and employees to use as a tool for training
and to ensure compliance with applicable air quality rules and
regulations. Extensive site
investigations and personnel interviews were conducted for data collection and
compliance strategies. Managed the preparation of several air permit
to operate applications for stationary and portable diesel back-up

Permit Application – Port of San Diego, San
Diego, CA: Prepared a permit to
construct/operate a harbour mobile crane empowered by 1100 BHP diesel
engine. Application package included a
comprehensive regulatory and BACT analysis for SCR installation.

Technology Assessment – Covanta Power Pacific, City of Industry, CA: Conducted a regulatory analysis
and assessment of emission control technologies for engine/power generator
retrofits, engine modifications, back-end and post combustion control
technologies, and engine replacements. Outlined budgetary estimate of control

Emission
Inventories – Vulcan Materials Co.; Sea World Adventure Park; San Diego Port
District, San Diego, CA: Prepared several annual
emission inventory reports for hot mix asphalt batch plants, batch concrete
plants, aggregate & sand processing operations, co-generation facility,
miscellaneous combustion sources, fuel dispensing and storage facilities,
coating applications, and many other processes.
Projects involved site investigations to identify emitting processes,
review of equipment specifications, material usage, and operating parameters. Annual emissions were quantified using source
test data, emission factors, and other engineering calculations.

V Compliance Demonstration – California Portland Cement Co., Mojave, CA: Designed and Managed the
development of a comprehensive air quality compliance and record keeping
templates to streamline the annual compliance certification process as mandated
by the facility’s Title V air permit.
Performed a one-day hands-on training workshop on how to use all
elements of the templates and compliance demonstration procedures. Conducted an on-site audit of the facility’s
monitoring, record keeping, and reporting practices to ensure adequate
implementation and compliance with the permitting requirements.
Comprehensive
Emission Inventory Plans and Reports – Vulcan Materials Company, Antelope
Valley, CA: Managed
the preparation of numerous Comprehensive Emission Inventory Plans and Reports
(CEIPs & CEIRs) for aggregate processing plants and asphalt batch
plants. The CEIPs were prepared using
the air district CEIDARS II program criteria and the CEIRs were prepared using
the CARB CEIDARS-Lite/HARP computer programs.
Compliance
Demonstration with PTO – Vulcan Materials Company, San Diego, CA: Conducted a comprehensive BACT
analysis for a 750 hp Gen-set to demonstrate compliance with the San Diego APCD
NOx emission standards of Rule 69.4.1.
Analysis included emission quantifications using manufacturer’s
specifications and engineering calculations.
Compliance
Demonstration with PTO - ACCO Brands, Ontario, CA: Conducted a comprehensive regulatory analysis for a shredder, cyclone,
and bailer system to demonstrate compliance with the SCAQMD rules and
regulations. Emissions of criteria and
toxic air contaminants were quantified using manufacturer’s specifications and
engineering calculations.
Permit
Application – Hanson Aggregates, San Diego, CA:
Prepared a permit application for the
installation of a new aggregate processing and handling system including a
grizzly feeder, jaw and cones crushers, screens, belt conveyors, materials storage,
and dust collection systems. Project
involved emissions quantification, BACT analysis, production of material
process flow diagrams, compliance demonstration with San Diego APCD rules and
regulations, and preparation of a draft permit terms and conditions.

Permit Feasibility Study – Sea World Adventure Park, San Diego, CA: Conducted a
comprehensive regulatory analysis, emission control configurations, and
emission offsets required to permit a 5 MW solar turbine cogeneration facility.

V Applicability Determination – Continental Coatings, Inc., Fontana, CA: Helped the
facility avoid the costly Title V permitting applicability and requirements by
conducting accurate industry specific engineering calculations instead of
default emission factors to lower facility wide potential emissions.

for aerospace coating operations and chemical processing tanks. Applications included engineering drawings,

Transportation Intermodal Study – Kirtland AFB, Albuquerque, New Mexico: Conducted a
transportation study to determine the best traffic flow patterns to minimize
automobile air pollution. Performed air
quality analysis to determine potential impacts on air quality from existing
and proposed growth of vehicular traffic at the Base.
Environmental
Assessment – Kirtland AFB, Albuquerque, New Mexico: Managed the
preparation of air quality impact analysis section of the EA document for the
new CV-22 (Osprey) aircraft flights and bed-down operations. Impact analysis addressed the replacement of
11 aging MH‑53 helicopters with 7 new CV-22 tilt-rotor aircraft. The analysis accounted for the associated
personnel increases and renovation activities as well.

Title V Permit – March AFB, San Marino, CA:
Managed the preparation of the Title V
emissions inventory including emissions from aircraft, ground support
equipment, test cells, maintenance shops, fuel handling equipment and storage,
boilers, paint booths, and many other activities. Developed a master list of applicable
federal, state, and local rules and regulations, and detailed all
monitoring, and record keeping
requirements.
Emissions
Inventory – Fairchild AFB, Washington: Developed a base wide emissions inventory. Criteria and hazardous air pollutants were
estimated from boilers, IC engines, maintenance shops, aircraft emissions,
trucks, ground support equipment, fuelling and storage operations, ozone
depleting chemicals, paint booths, and degreasing operations. Assisted in the development of a database to
track chemicals usage and estimate future potential emissions.
Project
Health Safety and Environmental Review (PHSER) – Kuwait-Oil Co., Kuwait: Conducted a
comprehensive study and a review of the environmental and engineering design
criteria for a gas processing and purification facility to ensure that the
design proceeded in a manner to minimize risk to the facility and its workers,
minimize adverse impact to the environment, and ensure technical integrity.
HRA
– Vulcan Material, Sun Valley, CA: Managed a health risk assessment for an aggregate handling facility
addressing the requirements of the State of California, Safe Drinking Water and
Toxic Enforcement Act of 1986 (more commonly known as Proposition 65). Responsibilities involved interaction with
the client’s legal team to establish best technical and legal strategy,
emissions quantification, risk analysis, and environmental impact from the
aggregate operations.
EIR
– Kemya, Al-Jubail, Saudi Arabia: Managed a multitask and multidiscipline comprehensive environmental
information report (EIR) for the construction and expansion of a polyethylene
facility owned by Al-Jubail Petrochemical Co. (Kemya) in Saudi Arabia. The EIR addressed potential environmental
impacts in compliance with Royal Commission (RC) Environmental
Regulations. Through effective management,
I saved the project over 30 percent of the environmental compliance budget.

Title V Permitting: Managed the preparation of several Title V permits for Riverside
Cement Company, GST Steel Company, Huntington Memorial Hospital, Holnam Cement
Company, Grace Pacific Corporation, Gay and Robinsons sugar plantation facility,
VA Medical Centre, and Cast Alloys Inc.
Permitting
Support Services – Huntington Memorial Hospital, Pasadena, CA: Managed a master
environmental services contract providing a broad spectrum of permitting and
environmental compliance services. Projects
included installation of three 1,750-kilowatt (kW) emergency diesel generators,
two 40,000-gallon underground storage tanks, three chillers, and a cooling
tower. Managed a comprehensive air
quality and compliance audit program for the hospital.
Permitting
Support Services – Mitsubishi Cement Co., Lucerne Valley, CA: Managed the
preparation of a permit to operate application for a cement terminal in
compliance with the SCAQMD’s rules and regulations. Project involved source testing of three
baghouse stacks, emissions quantification, and risk assessment analysis.

Air Toxics Hot Spots – Multiple Locations:
Developed and managed the preparation of
several emission inventories of air toxics for a wide variety of industries
including petroleum refineries, aerospace, steel, sugar plantation, cement,
aggregate, asphalt, batch concrete, paint manufacturing, hospitals, and air
force bases in compliance with the 1987 AB-2588 “Air Toxic Hot Spots”
legislation.

Mechanics – Overhoff Inc., Aleppo, Syria:
Performed experimentation in fluid
mechanics, heat exchange, and turbulent flow.
Studied and evaluated design criteria of a wind turbine to generate 1.5
Kw of electricity.
Mobile Source Emission Reduction Projects
Vehicle
Emission Reduction Studies – Bureau of Automotive Repair, Sacramento, CA: Managed the
Vehicle Emission Reduction Studies (VERS) program, a multimillion-dollar
project, under a contract with the BAR.
Conducted emissions testing and research on vehicles identified as
probable high emitters. The program was
a high profile project for its importance in developing future state policies
concerning smog control and emissions reduction requirements. The VERS program was designed to
(1) determine the emissions burden of high emitters; (2) determine
the potential emissions reductions from purchasing and scraping high emitters;
(3) evaluate the use of various sources or technologies for identifying
high emitters; and (4) determine the cost effectiveness per ton of
pollutant removed or reduced through various control options.
Carl
Moyer VAVR Program – Bay Area AQMD; Santa Barbara APCD; San Luis Obispo APCD;
Antelope Valley AQMD; Mojave Desert AQMD, CA:
Developed and managed the Carl Moyer early retirement program of older vehicles
that are known to emit excessive pollutants due to their age and lack of
advanced emission controls. Vehicles
were inspected, tested, and screened for participation in the program. The program was designed in conformance with
the Carl Moyer guidelines for voluntary accelerated light-duty vehicle
retirement enterprises.
High
Polluting Vehicles Cleanup Partnership Program – Santa Barbara County APCD,
Santa Barbara, CA: Developed and managed the implementation of the High Polluting
Vehicles Cleanup Partnership Program under a contract with the Santa Barbara
County APCD. The goal of the program was
to reduce air pollutant emissions caused by high polluting vehicles in the
county. Responsibilities involved
development of project implementation and management plans. Other tasks involved facilities acquisition;
construction management; and preparation of progress reports, cash flow
management, and budget status. Under
this program vehicles were screened, inspected, and tested for participation in
the program.
Vehicle
Repair and Emission Reduction Program – Clark County, Las Vegas, Nevada: Served as
technical director for Clark County Vehicle Repair Services – Voluntary Vehicle
Repair Pilot Program. Responsibilities
were to determine the feasibility of providing financial assistance to
qualified low‑income motorists; assist the county in assessing the number of
gross polluters; evaluate the feasibility, costs, and impacts of a long-term
repair program; and provide information to the county to allow them to assess
the duration of repairs performed on high-emitting vehicles.
IM240/ASM
Vehicle Emission Testing– Bureau of Automotive Repair, Sacramento, CA: Managed the
California IM240 Pilot and ASM Prototype Projects. Responsible for test lane design, evaluation
and selection of test equipment, equipment installation, development of
dynamometer and analytical system interface, and operating software.
Parts
Exemption Program – Bureau of Automotive Repair, Sacramento, CA: Managed the
comprehensive California Bureau of Automotive Repair’s (BAR) Parts Exemption
Program. Responsibilities involved
managing a regional call centre to assist consumers to locate hard to find
emission control devices.
Vehicle
Emission Testing & Certification - FTP Automotive Laboratory, Anaheim, CA: Managed the
