EXPERIENCE:
Proposal and Marketing Skills:

§   Manages and supervises multiple proposal effort simultaneously.  Develops compliance matrices, outlines, formats, templates, directives, themes, discriminators, ghosts, and schedules/milestones for proposals.  Manages proposal efforts.  Writes management plans, corporate experience, and facilities sections of proposals.  Tailors resumes and project summaries to fit Requests for Proposals (RFP) requirements.  Assists in writing technical proposal sections.  Written, edited, and produced over 600 proposals.  Serves as an expert on Red/Gold Teams.  Worked on proposals for:  USAF, USN, USA, USMC, USCG, USSS, DOE, DLA, NRC, CIA, DIA, GSA, FDIC, FDA, FAA, HUD, LOC, CNCS, EEOC, EPA, NARA, NASA, NSA, OPM, DOJ, USPS, SBA, IRS, OCC & BEP, INS, USCS, USDA, HHS, HUD, ED, DOT, DoS, NPS, Bureau of Census, and NSF customers, among others.  Several proposals broke into new markets.  Overall win rate of greater than 70%.  Managed and developed numerous winning proposals valued at over $100 million.  Also provided capture management support to ensure compelling proposals.  Recently won FBI Triple S, ARMY INSCOM, Executive Office of the U.S. Attorneys (EOUSA), VA T4 task order (submitted in 5 days valued $100M+).  
§   At ActioNet, wrote 150 proposals in three years.  Single-handedly wrote, submitted and won: IRS TIPSS-3, GSA MOBIS, GSA Alliant SB, Seaport-e, HHS CMS as well as many funded proposals.  Broke into HUD, DOI, DoS, Treasury, HHS, and USAF.  Won $330M contract with the Navy and a $112M HITSS contract with Department of State.
§   Uses INPUT, Federal Sources, Agency Budget Forecasts, and OMB justifications to research and identify opportunities.  Identifies budget forecasts and OMB justifications.  Writes Freedom of Information Act Requests.  Reviews and analyzes RFPs and Requests for Quotations (RFQs).  Assigns bid/proposal number and tracks bid status.  Participates in bid decisions. 
§   Revised, reformatted, and updated all company resumes for standardized proposal master.  Writes new resumes.  Analyzed, formulated, defined, and wrote job requirements.  Identified Manpower, Personnel and Training skills/grades.  Developed and uses resume database to match personnel with RFP requirements.  Developed and wrote “boilerplate” material and graphics.  Developed file naming conventions and folder structure and organized materials into library to make proposal writing easier. 
§   Developed, wrote, and presented proposal training to improve proposal writing; developed style manuals.  Wrote proposal section of Program Manager Handbook.
