After eleven years military service in
cryptology, I continued my career as a Software Engineer and Project Manager
with Digital Equipment Corp. I served as
project manager for DEC on several large infrastructure upgrades for Head
Quarters, Unites States Air Force Europe (USAFE). My proficiency in project management grew
with Cubic Applications working as the Technical Manager for Battle Simulations
throughout Europe. In this position I
followed the initiating, planning, executing, monitoring, and closing project
management methodology for simulation exercises that where a year in planning
and had multimillion dollar budgets. Working
with Eastern Computers Inc., I was responsible for developing lines of
business, gathering customer requirements, staffing, and managing contract
execution at the Rota Naval Air Station in Rota Spain. Under CSC, I was the onsite consultant for a
four year project with the U.S. Navy in which I also took responsibility for

As Manager, I am responsible for setting the
daily direction within the Applications Development group, monitor compliance
with the corporate SDLC process and manage departmental/corporate projects. I facilitate the Change Advisory Board (CAB)
and monitor the Change Control Process.
I provide BSM services to both the Integrated Health Management and
Finance Departments.
Identifying short comings in the companies
change management process; I made recommendations which ultimately drove a Lean
Six Sigma Kaizen event. I worked within
the Kaizen team to implement a new streamlined process. As part of the new process, I implemented change

Working as a consultant for the Naval
Surface Warfare Center at the Fallon Naval Air Station, I was the sole on-site
consultant responsible for the planning, design and implementation of the Range
Information Management System (RIMS).
This web based application automates contract management tasks for eight
navy training ranges throughout the United States .
The development project encompassed two
phases. The first phase included contract deliverable (CDRL) collection,
review, acceptance and automated scoring.
The second was personnel tracking, training records and automated
scoring of knowledge areas.
The web based application was originally
written using extensive PHP 5.2.6 and JavaScript classes but has migrated to C#
and .NET 3.5. The back end was an Oracle
10.2 database which made extensive use of PL/SQL packages, triggers and XMLType
objects.

Filling a void that had been left for over
a year, I quickly brought the school districts server and desktop systems up to
current version and patch levels. I
replaced the existing Netware installation implementing Active Directory
Service.
So that all schools could better share
information, I initiated a project which would establish a wide area network
using satellite technology and connect the four remote school campuses which
were scattered throughout the Eastern Sierra Mountains.
Recognizing the costs and limitations
associated with their existing subscriber email service, I brought an MS
Exchange email system on-line that serviced teachers, staff and students in all
schools.

and oversight of approximately 70 technicians of various disciplines located

simulations of varying degree and on multiple platforms.

monitoring and close out of each exercise originated from Battle Simulation
Centers throughout Europe. I drafted
each project plan, work breakdown structure, schedule and risk management
